Might wanna tag a cost to it perhaps? Something like "When your Volley maneuver is unsuccessful, your opponent may put 1 random card from hand to the bottom of Arsenal. If they do not, you may discard 2 cards and put it under this card. Cards under Howl at the Moon can be played as if from hand."?

it can still be reversed. it fits her current gimmick in nxt. there is plenty of ways to counter it. mike's version is fine and fair.

With the Tank being able to be used multiple times, I'd prefer that reversals (or at least non-hybrid reversals) shouldn't be allowed to be recovered, not just Divine (Revo, Plan B, etc)
