Stupid Technical maneuver question

Some or all of the technical maneuvers are 'missing' the text when successfully played in order to go search for a technical  [good]

Does this mean you can go grab a technical even if they are reversed or is it some kind of new templating?

You only get the effects of a card when it is successfully played. Otherwise it would have to say "When played..." if you just got to search when you played it. So the card has to successfully be played to go search for a Tech card.

Unless a card specifically says "when played", it's assumed to mean that it's effect only occurs when it's succesful. That's a core part of the game.
