Pre-match Event
Your maneuvers with 'blindside' in the title are -2F and +1D for each maneuver with 'blindside' in the title in your Ringside, and your opponents non-F: 0 cards are +2F for each maneuver with 'blindside' in the title in your Ring.
When you have no maneuvers in your Ring, you can play cards as if they are a Counter.
F: 0     D: 0     Unique     Permanent

Ambrose's Elbow Drop
High Risk + High Risk
Can only be played after a successfully played maneuver or as a Counter (non-maneuver card).  Can only be reversed from Arsenal.
When you are Dean Ambrose, this card is Heat.
F: 5     D: 5     Unique     Multi

Can a player with 2x I'm always on Top play Ambrose's Elbow "as a counter" even though the Elbow specifies a counter type?

Nope.

Believe in The Shield! doesn't simulate any specific kind of Counter, only the generic kind. If the Counter requirement has any specificity to it, then Believe in The Shield!'s effect is insufficient.
