Cannot be packed when packing other Title Belts.
Other card effects cannot alter your Superstar Value.
Before the Draw Segment of the first turn of the game, put up to # cards from your hand on the bottom of your Arsenal and draw the same number of cards, where # is your Superstar Value.
Superstar Value +4     Universally Unique

Does this card prevent my superstar value from changing via an Enforcer card if I am a superstar that can pack Enforcers?

It does not based on the FAQ

-Enforcers add to the existing Superstar Ability, Starting Hand Size and Superstar Value.before the Pre-match Phase begins.

The + on their Superstar card also indicates that it's a package deal with their Enforcer card, and a part of them. So it would change along with Enforcer chosen.

The modifications that an Enforcer makes to your Starting Hand Size, Superstar Value, and Superstar Ability aren't card effects, they're just part of your Enforcer Superstar's statistics. Things that block increases to Starting Hand Size or Superstar Value don't block the Enforcer increases.
