In Tornado tag, does the cards that add to starting hand size get added in when determining the teams hand size or after we add and divide the numbers?

You take the average SHS/SSV values at the start when Superstars are revealed, any bonuses adds to that afterward.

So if you have a 6 and 8 HS Superstars, your SHS is 7, and it goes up or down from there like normal.

That's not a real question.  :D

It's a fun format developed over a decade ago, it was rapidly apparent that the Virtual cards being developed in the first set, used to power up 'forgotten' Superstars would be overpowering for the environment, and not worth spending time troubleshooting.

EDIT:  Basically, it was never a 'supported' format, just a fun way to do something different and look for wacky combinations of the Classic (and Revolution, later on) Superstars.
