When my opponent wants to play manager interferes with 16F and Sheriff Austin Quadrunner says their fortitude is considered -10 for playing Run-in or cards with "interfere" in the title how much fortitude does my opponent now have?

Ok look cam someone just explain Sheriff Austin's Quadrunner to me because there is some confusion in the wording of it.

Sheriff Austin's Quad-Runner

Cannot be blanked.
You start the game.
Your opponent's Fortitude Rating is considered -10 for playing Run-ins or cards with 'interfere' in the title. Your actions with "GM" in the text (without 'draw segment' text) are -10F and can only be reversed by Unique reversals.
Discard and overturn 1 less card for Can of Beer; when that card is Activated, the effect cannot be reversed.
F: 0     D: 0     Unique     Permanent

This card affects opponents fortitude rating instead of the card so opponent cannot use Fortitude Surge or Frankie Takes Hollywood to limit fortitude modification to his Manager Interferes.

Basically, your opponent Fort Rating is considered to be 10 less than his actual fpr playing run-in or a card with 'interfere' in the title.

So, taking the case you had: Opponent has 16F, he won't be able to play Manager Interferes since he would be considered to only have 6F.
