Just getting into Raw Deal after acquiring a huge lot of starters and loose cards.

What is the most up to date Rulebook that everyone is playing with now?

There is no all encompassing rule book anymore. I'd just check the rules section and it should have just about anything you need, and if not...ask questions in here and I'm sure someone will help out.

The general rules haven't really changed, though, there's just some additional terms and effects added over time, including the Virtual expansions (online only, free to download and print).

Revolution cards (noted by the Revolution symbol in the title) are played with very slight rules changes, but if you don't have those, you don't have to worry about that.  :)

Before Revolution. Was the last rulebook V 17?

V20 Great American Bash was the last expansion. That rule book should include BASH, Fan Favourite and cheater. If you dont intend to play those now, then v17 is good enougj
