Cannot be blanked.  Your Superstar Value is +1.
Remove 1 card in your opponent's Ring or Ringside with 'Jimmy' or 'Management' in the title from the game.
ACE: Once during each of your turns, you may discard 1 card and put 1 card from hand on top of your Arsenal, and then he chooses one: he discards 1 random Backlash card, you may shuffle 2 cards from your Ringside into your Arsenal and draw 1 card, or he removes the top 2 cards of his Arsenal from the game; when this effect is reversed, your turn continues.

May I know if the opponent can choose the bolded option if HIAC is in play? Would it make a different if HIAC is in R-Truth's Ring or the opponent's Ring?

Yeah, he can pick that. You would shuffle your Arsenal and then draw a card. Who has HIAC makes no difference.

-To clarify regarding the original version of this card, an opponent cannot choose to blank a Stipulation or discard a Title Belt card unless he actually has one.  The opponent can choose to let the player return “up to 1 card” from his Ringside Pile, even if there are no cards available.
