Cannot be played if you have a stipulation in your Ring and you cannot put a stipulation into your Ring.
When packing this card, you may pack any number of cards titled Time Keeper's Bell, Chair Shot, Handcuffed, Struck by an Unknown Foreign Object, Announcer's Table, Drive Opponent Thru Announcer's Table!, or Fire Extinguisher in your Backstage Area.  Before the first draw segment of the game, you may remove any number of cards from your arsenal from the game and shuffle the same number of cards listed on this card from your Backstage Area into your Arsenal.
At the end of any turn, if any player has 30+ cards removed from his arsenal, he loses via Pinfall Victory Condition.
ACE: During your turn, you may discard a card and your next card is considered to be played after Roll Out of the Ring or as if that card is in your Ring.

Brawls are chaotic and violent, leaving both wrestlers a bit worse for wear, and sometimes destroying the area around them in the process.  I decided to use places in the card titles and play around with those zones a bit.

~Who doesn't love Test of Strength!  In a brawl, you're throwing a lot of hands, so throw some cards out of your hands.

The "-5D" part is so that it gives you fortitude to work with (unlike Test of Strength), but it doesn't count towards the damage you do.  I tried making it more fair if your opponent chooses (or doesn't have the option) to take a 50D move to the face right off the bat.  "If that number is negative..." I hope isn't too confusing.  Ex, if you discard 20F and he discards 25F, you overturn 5 cards.

I haven't made fantasy cards in a long time and I haven't played any virtual cards, yet, so I have no idea how powerful (or incredibly weak) these cards are.  That said:

Character card: Nothing but the number two and puns about chins, as well as on most other cards.  The fortitude reduction is because Manger Interferes costs 10F.  It's like Dean Ambrose running in and distracting AJ Styles, but James hasn't done anything yet, except get beat up.  He can't back Spinebuster, though, so he can't abuse his reversal discount too much(?).

The TMF: It has to be a weak move, so it does 7D.  BUT it does seem to win him matches, so it has a win condition on it.  It's an empty hand because he has to catch his opponent with his proverbial pants down.  As a reversal, it bridges into his action at 12F.

Prematch card: It brings the other player's handsize down without letting him fill it back up like with "Armageddon is Upon Us".  It's worded funny to avoid you having more cards in your hand than your opponent when it resolves.  It only has to be a fighting chance, not a clear advantage.  Your opponent could also just try to play a lot of things on his turn, of course.

Action: Shoot Action gets you to 12F.  This card resets your hand to 2, so you can use your ability.

Midmatch and reversal: I don't like cards that say "can only be played if you have card X in your ring area" because I'd need to search for and successfully play the first card, then the second card, and it always feels like a lot of hoops to jump through.  This one is ready and waiting, so the second card doesn't seem really weak by comparison.  The midmatch effect is probably too strong.  I hope the requirement of 2 cards in hand makes it so you have fewer chances of having an absolute bombshell. The reversal seems properly superstar specific to me in the vein of Ultimo Rechazo and Chyna Interferes.

If I use his ability and I have, say, Title Is One the Line or Washington, DC (and a bunch of other, non-related, non-permanent cards), they are both non-unique and permanent, so can I just say that I've attempted to remove a card from my ring, but it just so happens to be permanent?

Basic move set for Eugene.  Big nasty moves that give your opponent a headache.  Prematch goes like this:

Drop Bitter Rivals if you have to (in case your opponent plays The Champ Is Here, as well).  RAW IC Belt + Backstage Signing Appearance = You Go First and you can play the Tony Chimels.   Old School is there for if they want to sneak a Best Laid Plans out from underneath A No Show.  It's there even if they want to play it straight up.

Bill Regal grabs you a move.  Chain Gang, Grapple with your Faith, Sledgehammer.  They're all good.  Since you have a low handsize and you can hide a reversal with Tony Chimel, you can set yourself up for In the Interest of Fairness pretty good.  A No Show grabs you Drawing Extra Heat and Spit for more discard goodness.

I kinda just picked the moves off a shopping list with the Database, so I'm unsure if I have a decent selection.  I usually have Trish Chick Kick and Driven by Anger in those slots, so I'm not sure what to replace them with.  What do you think?
